Where do you file and what happens next?
Short answer: use the competent regional authority or Czech mission, obtain the official form there, and reconfirm the fee and local mechanics before the appointment.
Which authority receives the declaration?
In Czechia, the competent regional authority is generally selected by current or last Czech permanent residence. If the declarant never had Czech permanent residence, Prague 1 is the receiving authority.
Abroad, the declaration may be made before a Czech embassy or consulate. The mission forwards it and supporting documents to the competent authority. Section 37 provides a separate 30-day forwarding period.
The Ministry says the prescribed form is obtained and completed at the receiving authority. Do not rely on a commercial or undated form. Appointment, territorial jurisdiction, in-person or mail handling, originals, payment, and return or handover mechanics differ by post.
How much is a Section 31 declaration?
The live Ministry guidance publishes CZK 500 for domestic receipt of a Section 31 declaration.
For a declaration received by a Czech mission, consular tariff item 159b is CZK 1,000. This is a place-of-filing distinction, not a contradiction. Reconfirm the post's current local-currency conversion, accepted payment method, and tariff at the appointment. Do not freeze a USD or EUR equivalent.
A citizenship-certificate request is a separate service. Official overseas fee materials conflict, so confirm that separate fee directly with the receiving post.
Is the published 60 days guaranteed?
No. The Ministry publishes 60 days for the Section 31 decision, but that is not a promise of total elapsed consular time. Mission forwarding, incomplete records, archive investigation, document verification, and final handover are separate.
If the conditions are accepted, citizenship is acquired on receipt of the acquisition instrument under Section 37(3), not at filing. The instrument serves as proof for one year, during which downstream civil-registration and document steps should be addressed.
What if the authority says the conditions are not met?
Preserve the decision and its delivery evidence. An appeal is submitted through the office that issued the decision. Follow the actual notice for the remedy, authority, and starting date. Do not calculate an appeal deadline from general website text.
A missing-document request, refusal, handover problem, or active deadline requires immediate individual review.

- identity, civil-chain, citizenship, loss, Slovak-status, and consent documents

- acquisition instrument or negative decision plus proof of delivery
