Descendant of a 17-June-1940 Latvian citizen with no other citizenship

This is not the same route as a 1940-citizen descendant who holds another citizenship, and it is not the exile route.

Who this is for

Review Citizenship Law Section 2(1)(1) where the anchor was a Latvian citizen on 17 June 1940, the applicant is that person's descendant, and the applicant has no citizenship of another state. The section also has a pre-1-October-2013 registration or preserved-right history that requires careful review.

No stated generation number removes the need to prove every legal link.

Quick disqualifiers or uncertainties

• The applicant has, may have, or has not checked another citizenship.
• The record proves Latvian birth or residence but not citizenship on 17 June 1940.
• The complete parent-child and name chain is missing.
• The preserved-right wording or a prior registration, loss, or refusal is unclear.
• Adoption or disputed parentage appears in the chain.

A link to countries of birth, residence, or plausible nationality may lead PMLP to request non-citizenship evidence. “I do not use a passport” is not proof of statelessness or absence of nationality.

Documents

Collect a pre-war Latvian passport or other accepted evidence of citizenship on 17 June 1940, plus full birth, marriage, parentage, and name-change records for each generation. PMLP lists civil-status material and Latvian State Historical Archive material such as the 1935 census, tax records, and military-conscription records among possible evidence.

Also collect official evidence addressing the applicant's lack of other citizenship and legal links to other countries as PMLP requests. Do not publish or rely on an unattested claim about “SKA” holdings.

Current official form

Use the age-appropriate 15+ or under-15 form from the PMLP no-other-citizenship route page. The form belongs to that route page. Regulation No. 974 has no form annex.

How to submit

Follow the route page's postal instructions or contact a Latvian mission about consular submission. Regulation No. 974 also provides the general personal and legally prescribed electronic channels, but do not turn that general rule into an ordinary-email promise for this route.

Official timing

PMLP states one month after receipt of all required documents. A non-citizenship inquiry, archive search, translation, legalisation, or evidence request can add time outside that stated period.

Dual-citizenship note

Absence of any other citizenship is a core condition of this Section 2(1)(1) route. Do not borrow the “any existing citizenship” rule from Section 8.1 exiles or the Latvian/Liv route. If another citizenship exists, use the separate continuity guide and obtain a route-specific dual review.
