Use this guide when a documented anchor was a Latvian citizen on 17 June 1940, the complete family chain reaches the applicant, and the applicant holds another citizenship. PMLP's current handling uses continuity and parent-at-birth principles associated with Section 2(1)(2). The legal transmission history still needs assessment.

Documents

Collect accepted proof of the anchor's Latvian citizenship on 17 June 1940 and certified civil-status records for every generation. Add all marriage, divorce, legal-parentage, adoption, and name-change bridges. A pre-war passport can be direct evidence. PMLP also identifies civil-status and Latvian State Historical Archive material such as 1935 census, tax, and military-conscription records.

Provide the applicant's identity document and the citizenship, renunciation, loss, or Cabinet-permission evidence required for the relevant adult form branch.

How to submit

Follow the page's current postal instructions to PMLP's Person Status Control Division. Contact the nearest Latvian mission before relying on mission submission. Do not assume walk-in acceptance, ordinary email, or a universal electronic channel.

Official timing

PMLP states one month after receipt of all required documents. A dual-citizenship review, Cabinet process, archive search, correction, translation, or mission transit can fall outside that period.

Dual-citizenship note

For an adult, another EU, EFTA, or NATO citizenship, or Australian, Brazilian, or New Zealand citizenship, is generally within the permitted list. A treaty or Cabinet-permission branch exists. PMLP reports no current treaty state. A non-permitted citizenship may require renunciation or Cabinet review. This is narrower than the any-existing-citizenship registration rule for an exile or Latvian/Liv.
