A child born abroad to a Latvian citizen
Separate citizenship registration, civil-status evidence, signatures, dual citizenship, and a later passport for a child born abroad.
A birth abroad does not by itself prevent Latvian citizenship through a parent. The key question is whether a legal parent was Latvian at the child's birth.
Who this is for
Use this guide for a child born outside Latvia when one or both legal parents held Latvian citizenship on the birth date. A legal representative signs for a child under 15. A person aged 15–17 signs the relevant application personally.
Citizenship registration and civil-status registration support later identity documents, but they are not the same as issuance of a Latvian passport. Follow PMLP's registration decision before treating the passport step as available.
Quick disqualifiers or uncertainties
- The parent's citizenship began after the child's birth.
- Only a grandparent or earlier ancestor is shown.
- The birth record does not establish the claimed legal parent.
- Adoption, surrogacy, assisted reproduction, recognition, or a foreign judgment affects parentage.
- The child has another citizenship and its acquisition method or future age-of-choice rule is unclear.
Send these cases to PMLP or qualified review rather than drawing a positive or negative conclusion.
Documents
Collect the child's full foreign birth record, the Latvian parent's identity and citizenship documents, the other parent's identity document if the route page requests it, and the child's identity document if one exists. Add custody, guardianship, consent, judgment, parentage, adoption, and name-bridge documents where applicable.
Foreign civil documents normally need Latvian translation and apostille or legalisation when applicable. The identity-document copy is generally excepted from translation.
Current official form
Use the current age-specific form linked from the PMLP parent-at-birth route page. Do not use an exile, 1940 no-other-citizenship, or Latvian/Liv form merely because its filename looks similar.
How to submit
PMLP route instructions control. Postal filing is directed to PMLP's Person Status Control Division. Ask the nearest Latvian mission whether it accepts this filing and which certification, appointment, and fee instructions apply locally.
Do not send a child's documents or identity details through an ordinary email channel unless PMLP or the mission expressly authorizes the legally compliant method.
Official timing
The route page states one month after receipt of all required documents. Translation, legalisation, postal or mission transit, and a later passport appointment are separate.
Dual-citizenship note
A child can initially hold Latvian citizenship with any other citizenship. Citizenship Law Section 23(3) generally requires a person with a non-permitted combination to choose after majority and before age 25, unless a permitted-country or exile exception applies. Check how each citizenship arose. Do not promise future retention.
