Latvian citizenship documents, translations, and legalisation

Use this guide after identifying the parent-at-birth, 1940 no-other-citizenship, 1940 with-other-citizenship, exile, or Latvian/Liv route.
Quick disqualifiers or uncertainties
A family tree, database image, uncertified extract, birthplace, negative search, or surname alone does not prove the case. Late parentage, adoption, conflicting names or dates, an unknown citizenship, and an unclear issuing country require review.
Documents
Separate four evidence groups: anchor citizenship or residence. Every legal parent-child link. Route-specific exile, identity, or language evidence. And the applicant's identity and citizenship evidence. Add marriage, divorce, adoption, judgment, transliteration, and name-change records.
PMLP identifies civil-status records and Latvian State Historical Archive materials such as the 1935 census, tax, and military-conscription records. Another archive may hold records. Verify its catalogue and request the exact official artifact. Do not state unattested “SKA” holdings.
Foreign documents generally require Latvian translations, except the identity document as stated by PMLP. Use originals or certified copies as the route requires. Apostille or legalisation depends on issuing country and document: public documents from EU/EEA states, the UK excluding overseas territories, and Switzerland do not require legalisation for use in Latvia under PMLP's current guidance.
Current official form
The form is route-specific. Open the relevant PMLP descendants hub, then download from the exact route page. Regulation No. 974 is procedure, not a form annex.
How to submit
For postal filing, follow PMLP's certification and identity-copy rules. PMLP may request an original. If originals must be returned, confirm the current paid-post or representative procedure before sending irreplaceable material. Ask a mission whether it accepts the route.
Official timing
Published periods begin as the route page specifies after required documents reach PMLP. Archive, certification, translation, legalisation, transit, and correction time are separate.
Dual-citizenship note
Citizenship evidence must identify every current citizenship and how it arose. Document preparation cannot determine whether retention is allowed. Apply the rule for the chosen route.
