Latvian exiles, deportees, and their descendants

The exact Section 8.1 dates, occupation causation, non-return, descendant birth cutoff, form, timing, and dual-citizenship rule.

Section 8.1 is not a general wartime-emigration route. Each statutory fact must be supported.

Who this is for

The anchor must have been a Latvian citizen on 17 June 1940 and must have left Latvia or been deported between 17 June 1940 and 4 May 1990 while escaping the USSR or German occupation regime. For that reason, the person must not have returned to Latvia for permanent residence by 4 May 1990. The special descendant preservation rule applies to descendants born on or before 1 October 2014. Boundary or later-born cases need official review of another transmission route.

Quick disqualifiers or uncertainties

Departure in 1939, ordinary emigration without occupation causation, an unexplained return, a missing 1940-citizenship record, a later birth, or an incomplete lineage prevents a simple route hypothesis. Do not use unattested SKA case summaries to fill a proof gap. Adoption and disputed parentage also require manual review.

Documents

Collect the signed exile or deportation confirmation, where and when the person left or was deported, proof of the occupation-linked reason and causal non-return, citizenship proof for 17 June 1940, and every civil-status and name-change link. Add refugee, displaced-person, deportation, travel, residence, and return evidence as relevant.

Use the applicant, under-15, and exile/deportation confirmation downloads only from the current PMLP exile route page. Those materials were rechecked in June 2026. Regulation No. 974 has no application annex.

How to submit

Follow that route page's current postal instructions or contact a Latvian mission about local acceptance. Do not promise ordinary-email or walk-in filing.

Official timing

The statutory period is four months after PMLP receives all required documents. Evidence collection and requests for more information may add time.

Dual-citizenship note

An eligible exile or descendant may keep any existing citizenship at registration. This does not promise that a later voluntary acquisition of any non-permitted citizenship will be harmless.
