Use this checklist only after identifying a route and age band. The form cannot fix a wrong legal route.
Quick disqualifiers or uncertainties
Stop and recheck if a saved form is described as a Regulation No. 974 annex, its route or audience is unclear, the download resolves away from an official host, or PMLP has changed the page. Regulation No. 974 ends at paragraph 22 and has no application annexes.
Documents
Prepare the route form, identity copy, civil chain, name bridges, translations, certification, and route-specific proof. PMLP may ask for originals or additional evidence.

How to submit
Current PMLP descent pages direct post to PMLP, Person Status Control Division, Čiekurkalna 1. līnija 1, k-3, Riga, LV-1026, Latvia. Regulation No. 974 also permits personal filing with PMLP or a Latvian mission, postal filing with an identity-document copy, and legally prescribed electronic filing.
Contact the nearest Latvian embassy or consulate before assuming mission acceptance, walk-in service, local fees, or certification rules. Do not promise ordinary-email or eAddress filing for every route.
Official timing
PMLP publishes one month for the cited parent and 1940-descendant pages, four months for exile, and up to one year for Latvian/Liv after complete receipt as specified. None is an end-to-end guarantee.
Dual-citizenship note
Select the form only after applying the route-specific rule. Exile and Latvian/Liv registration may preserve any existing citizenship. Parent or continuity cases use the permitted-country, renunciation, or Cabinet-review branches. The no-other-citizenship route requires no other citizenship.
