Latvian citizenship through a parent who was a citizen at birth
How Section 2(1)(2) and PMLP treat a person whose legal parent was Latvian on the person's birth date.
This route starts with the parent's legal citizenship when the applicant was born. It does not start with the grandparent's birthplace or a parent's later passport.
Who this is for
Review this route when one or both legal parents were Latvian citizens at the applicant's birth. PMLP separates an adult application, a personally signed application for ages 15–17, and a lawful-representative application for a child under 15.
A later registration may help prove an earlier status, but it does not automatically prove that the parent was a citizen on the child's earlier birth date. Historical transmission, parentage, adoption, or loss needs official review.
Quick disqualifiers or uncertainties
- The parent became Latvian only after the applicant's birth.
- The evidence proves only a Latvian grandparent, residence, ethnicity, or birthplace.
- Parentage was established late, disputed, or changed by adoption.
- The parent may have lost or renounced Latvian citizenship before the birth.
- The applicant holds an unknown, multiple, or non-permitted other citizenship.
These facts do not produce a website finding of ineligibility. They identify another route or a question for PMLP.
Documents
Start with the applicant's full birth record, the parent's Latvian passport or citizenship-status evidence covering the birth date, and the identity documents requested for the applicant and parents. Add marriage, divorce, recognition, court, adoption, and name-change records needed to prove legal parentage and match every identity.
PMLP may require evidence about current citizenship and, for an adult with a non-permitted citizenship, renunciation or loss evidence or a Cabinet permission decision.

Use the live PMLP parent-at-birth route page. It presents separate current forms for adults whose other citizenship is permitted, adults addressing a non-permitted citizenship, applicants aged 15 or older, and children under 15 as applicable.
Download the form from that page immediately before filing. Cabinet Regulation No. 974 is the procedure. It does not contain a form annex.
How to submit
Follow the exact PMLP page. Regulation No. 974 permits personal filing with PMLP or a Latvian mission, postal filing to PMLP with an identity-document copy, and legally prescribed electronic filing. Contact the nearest Latvian mission before assuming it will accept the filing.
Official timing
PMLP states a decision within one month after it receives all required documents. That is not an end-to-end promise and does not include document collection, translation, mission transit, or a request for more evidence.
Dual-citizenship note
For an adult in this route, another EU, EFTA, or NATO citizenship, or Australian, Brazilian, or New Zealand citizenship, may ordinarily be retained. A treaty or Cabinet-permission branch also exists. PMLP reports no current treaty state. A non-permitted citizenship can require renunciation or a Cabinet review. Children have separate rules, including a possible choice after majority and before age 25.
