Lithuanian citizenship for children, adoption, and parentage
Keep Article 14 birth status, Article 17 adoption, and Article 27 parent citizenship changes separate.
Citizenship at birth, citizenship from an adoption date, and a child's position after a parent later changes citizenship are different rules.
Article 14: status at birth
If a legal parent was Lithuanian when the child was born, current Article 14 may give citizenship at birth. For older events, check the law then effective and when legal parentage arose.
Article 17: adoption
Current Article 17 says a child adopted by Lithuanian citizen or citizens acquires Lithuanian citizenship from the adoption date. It does not rewrite status from birth.
A child who is already Lithuanian and is adopted by foreign citizen or citizens remains Lithuanian. Article 7 includes defined multiple-citizenship exceptions where an adoption before age 18 produces Lithuanian or foreign citizenship. Do not extend that exception to a citizenship obtained for another reason.
Cross-border adoption remains a manual-review issue. The final judgment, effective date, foreign-judgment recognition, the child's age, adopter status, and other-citizenship facts need evidence.
Article 27: parent later acquires or regains citizenship
A parent's later reinstatement or grant does not automatically backdate the parent's status or silently cover an already-born child. Article 27 has route-specific rules.
For a child under 14, acquisition with the parent depends on the statutory parent and other-citizenship conditions. A child aged 14 to under 18 also needs the child's consent in this parent-change route. That consent rule should not be imported into Article 17 as a separate citizenship-consent requirement. The adoption proceeding may have family-law consent rules outside this guide.
Collect custody, guardianship, representation, consent, birth, adoption, and citizenship records. Assisted reproduction, late or disputed parentage, one-parent records, and historic adoption require legal review.
The current published period for relevant child procedures accepted from 11 October 2024 is 11 months. Older child materials showing three months are stale, and the period is not an approval promise.
