How to distinguish citizenship proof from civil status, origin, departure, and family-tree evidence.

Prove the historical citizen
Article 38 lists direct evidence such as a Lithuanian internal or foreign passport issued before 15 June 1940, a Lithuanian military- or state-service record, a birth certificate or other personal document expressly stating citizenship, or another direct citizenship record.
If direct proof does not survive, residence, work, study, foreign passport, and other records may be considered together. Secondary evidence requires assessment. A family tree or church image is a discovery lead, not filing proof.
Request a certified citizenship search from the Lithuanian Central State Archives, LCVA. A certified negative result is useful but does not by itself prove non-citizenship.
Prove civil status and the family chain
The Lithuanian State Historical Archives, LVIA holds many historical civil and church registers. Modern extracts may come from the civil registry. Obtain full records for each birth, marriage, divorce, death, adoption, parentage, and name change needed to connect the people.
A birth record proves citizenship only if it expressly records that fact or has the required legal effect. Birthplace, ethnicity, religion, residence, and citizenship are not interchangeable.
Build route-specific evidence
An Article 7 claim may need departure, exile, destination, return, 11-March-1990 residence, and foreign naturalization files. Article 10 needs parent-or-grandparent origin evidence and the applicant's written self-identification. Adoption and child cases need judgments, finality or recognition, custody, representation, consent, and other-citizenship evidence.
Use apostille or legalization unless a treaty, EU rule, or authority instruction removes it. Obtain complete certified Lithuanian translations. Bridge Polish, Russian, Yiddish, German, and Lithuanian names with records. Preserve original metadata and contradictions.
