Simplified Lithuanian citizenship for a person of Lithuanian descent

Article 10's discretionary parent-or-grandparent origin route, the origin certificate distinction, other nationality, oath, and timing boundary.

Article 10 is a discretionary grant, not proof that citizenship already existed.

The parent or grandparent test

The current Citizenship Law defines a person of Lithuanian descent through a parent or grandparent who is or was Lithuanian. The applicant must regard themself as Lithuanian and declare that in writing.

A great-grandparent does not satisfy this definition. Article 10 is also limited to a person who never held Lithuanian citizenship. If a pre-15-June-1940 citizen is involved, consider the separate Article 9 route.

Article 10 does not require the ordinary residence, language, Constitution, or livelihood tests. It remains a grant by the President, subject to Article 22 and other conditions. The other-nationality rules, presidential decree, and oath must be completed as applicable. Lithuanian origin does not itself establish an Article 7 exception, so another citizenship ordinarily must be addressed.

Evidence and the origin certificate

Evidence may include a parent or grandparent record stating Lithuanian ethnicity or nationality, the complete legal family chain, identity and name-change records, and the applicant's written self-identification. Security, serious-crime, foreign-nationality, weak-origin, and court-established-origin issues require manual review.

A certificate confirming Lithuanian origin can document origin. It is not citizenship, a citizenship decision, or a residence permit. The separate right-to-reinstate certificate is also not reinstatement.

What the three-month stage means

For a simplified-procedure request, the published three-month stage concerns Migration Department preparation, checks, and referral to the Citizenship Affairs Commission after acceptance or receipt. The clock is suspended while requested documents or corrected information are outstanding.

That stage is not a final presidential-decision or citizenship-completion estimate. The 12-month reinstatement period must not be reused for Article 10.
