Where do you file, and what happens next?
Short answer: ANC decides citizenship cases. Applicants abroad generally start with the competent Romanian mission and eConsulat service for their domicile or lawful residence.
The right channel depends on the route and receiving office. Do not assume that a convenient consulate is competent.
What are ANC and eConsulat?
ANC is the National Authority for Citizenship. It administers citizenship applications and decisions within its legal competence.
eConsulat is Romania's official consular service portal. For an overseas Article 10 or 11 case, it provides the selected service description, checklist, appointment workflow, and post-specific instructions.
Starting online does not mean the merits process is fully online. Personal appearance, original documents, declarations, identity checks, and biometrics may be required. ANC remains the deciding authority.
Which current forms should you use?
ANC's forms page currently identifies:
- Form 3 for Article 10
- Form 4 for Article 11
- Forms 10 and 11 for corresponding minor applications
Order 85/2025 and its official annex approve the relevant form and document framework.
Download the form from ANC when preparing the actual file. Do not use an undated third-party copy or treat this site as a complete form.
How does filing usually work?
A practical sequence is:
- identify Article 5 status proof, Article 10, Article 11, adoption, Article 8, or another process
- confirm the competent ANC office or Romanian mission
- open the exact current ANC category and eConsulat service
- collect records, translations, legalization, police certificates, and language or exemption evidence
- attend any required appointment with originals and provide biometrics where required
- preserve the registration number and every communication
- answer evidence requests using the stated channel and date
- follow the official file status and order communication
- if approved under a grant route, complete the oath and citizenship-card steps

How do you check status and timing?
Use ANC's official file-status page. Keep the article, registration year, and file number.
A displayed administrative term is not a guarantee of an order or final result. Authenticity checks, evidence requests, foreign verification, order communication, oath scheduling, and court proceedings can add time.
There is no safe end-to-end completion promise and no verified paid expedition.
What does the process cost?
Do not describe the whole case as costless.
The current eConsulat Article 10 and 11 pages state a EUR 18.10 or local-equivalent amount per applicant and included child for the citizenship card. Recheck the current page and receiving office.
Records, apostilles, supralegalization, translations, notarization, archives, courier, travel, and professional work can create separate costs. Domestic instructions can differ.
What happens after approval?
For Article 10 and 11, citizenship is acquired when the oath is taken, not when the application is filed or the ancestor is found.
Preserve evidence of the order communication. Use the current eConsulat oath service and do not calculate the deadline from an assumed date.
Civil-status registration, the citizenship card, identity documents, and a passport are downstream steps. Approval does not itself issue a passport.
What if there is a refusal or delay?
A refusal, evidence request, missed date, oath issue, or unexplained delay needs immediate individual review.
A refusal challenge and a claim about administrative delay are different legal processes. Preserve the decision, envelope or electronic communication, filing receipt, full application, evidence requests, and every response.
Do not rely on a general online deadline. Romanian counsel should identify the remedy, court, starting event, and applicable period from the actual file.

If a deadline, refusal, identity conflict, security issue, or missing loss instrument appears, stop using a general checklist and obtain qualified review.
